Khampepe, whose mother died on Sunday morning, was unable to take up her seat on the three-member panel hearing the policemen's amnesty applications for the 1982 murders of student activists Siphiwo Mtimkulu and Topsy Madaka.
By law, a minimum of three committee members must consider an application.
The remaining two members, Judge Andrew Wilson and Chris de Jager, postponed proceedings on Monday morning until 1.30pm pending the arrival of fellow committee member Ntsiki Sandi from East London.
